The proposal on using passports to access the Internet was called an absolute violation of citizens' rights and censorship by the Kremlin representatives. The initiative was put forward by the  Patriotic Business Development Association Avanti.

The Russian President's press secretary Dmitry Peskov answered affirmatively to the question of whether such an initiative would violate citizens' rights and become a manifestation of censorship.

Of course, it will [be the manifestation of censorship], of course, it does violate [people's rights], stated Dmitry Peskov.
